He's my congressman. I'd be willing to bet money that he runs again. We're a largely Republican district and we love him. No Democrat has come close to beating him in any election.
Now having said that, my neighbor works for his office and if I see her I'll ask her what she thinks. But my belief is that he has many issues that he'd like to keep raising and he'll do that best from congress.
Kim, I don't believe he's popular enough to win a statewide election. The Denver Post will do everything it can to destroy him. And unfortunately Colorado is looking awfully blue these days. :(

My guess was purely that he might be seeking adminstrative experience. Perhaps he's best in Congress, for now. As Veep candidate he could keep the West reddish.
