It works out so much better when those who are under a serious ethical cloud take themselves out of the running. It should never have to get to the voters.
There will be cases where an innocent officeholder is unjustly accused, and even when exonerated cannot get the old job back, of course. It's still preferable they not run until the accusations are resolved. Like Caesar's wife, our members of Congress ought be above suspicion.
I refer, naturally, to serious and credible charges: no one should have to step down just because some crank levels unsubstantiated accusations.

This is a great development. Especially if it takes one of the Democrats best pickup opportunities off the table. Hopefully it will have a helpful effect on some of the other GOP candidates in Ohio, who have been hurt by scandals, even though they had nothing to do with them.
