Even FoxNews plays it the same way: Bush's approval is "slightly" up . . . but when it went down from 37 to 34, and from 34 to 31, it was "continuing to plummet" . . .
Almost no one mentions that the fall below 45% has been almost completely amongst conservatives. Now, if conservatives are mad enough, they might stay home. They might even vote third party, no matter how futile a gesture that is. But NO WAY the conservatives vote Democratic.
Most of Bush's fall has come from not convincing his base he is conservative enough. The Democrats never did approve of him - since 2000 - and the independents drifted away last year.

Don't want to be too nitpicky here, but I have to take a little bit of an issue with your math, AKM.
If moving up from 31 to 36 (5 pts) in approval and down from 65 to 57 (8 pts) in disapproval is a movement of 13 pts (5+8), then an additional 14 pt swing does not achieve 50%. That would take a swing of 21%: (50-36) + (57-50) = 14 + 7 = 21.
